Electronic Filing of Rules

Welcome to eRules Online Rule Filing.

Before getting started, you must first create a Universal Access Account.

Access will be given when a completed original paper copy of the Electronic Filing of Rules Authorization Form (ERF) is submitted to the Secretary of State's Office.

The exact title number and rule(s) you have the ability to change or add must be listed on the form. If access to all of an agencies rules is being given, simply write “all” in the series number space on the form.

Once your account setup is complete you can use your login credentials to access the online eRules Filing application via the eRules Online Rule Filing Login page.

When working on rule filings it’s important to remember:

  • All rule documents must be submitted in Word.
  • Supporting, adopted by reference, other, and comments received documents can be submitted in PDF.
  • Rules containing Track Changes, Markup, or Redline will not be accepted.
  • Each document uploaded in the eRules system must be submitted separately.
  • If there are personnel changes in your Agency requiring changes to permissions in the eRules system, please notify the Administrative Law Division.

2026 - 2027 Deadlines:

  • July 1, 2026 is the last day to file a rule for the public comment period

  • July 31, 2026 is the last day to file an Agency Approved rule
