Rule-Making Deadlines


Rule-making deadlines for the 2026 Legislative session are:

  • Wednesday, July 1, 2026 to put a rule out for public comment; and
  • Friday, July 31, 2026 to file an Agency Approved rule.

Legislative-Exempt, Interpretive and Procedural rules are not affected by deadlines and can be filed at any time during the year.

Deadlines for filing Legislative rules are found in W. Va. Code §29A-3-12(a). It establishes the deadline date for filing an Agency Approved rule with the Legislative Rule-Making Review Committee for consideration during the next Legislative session as the last Friday in July. Beginning in 2020, and every four years after, it is the last Friday in August. For rules filed with the Legislative Oversight Commission on Education Accountability, the deadline date is established by W. Va. Code §29A-3A-13.

City Charters, Amendments, and Ordinances


During the 2026 Legislative session the state repository for city charters, amendments, and ordinances was transferred to the Secretary of State. The legislation directs cities to file related documents with the Secretary of State who shall preserve them as an authentic public record. Please see the City Charters Index for more information.

Executive Records


Documents representing official acts of the Governor are entered into the Executive Journal. Executive Orders, Proclamations, and Appointments of State Officials are some of the records maintained.

In addition, the Executive Records section has also taken on the role of repository of certain other legal documents as a result of specific legislation.

State Register Portal


As traditional workspace and functionality needs have changed over the last few years, the Secretary of State's office has been addressing these needs and providing useful solutions. The Register Portal was created as an efficient document delivery system for State agencies that are required to publish non-rule documents in the State Register.
