Before getting started, you must first create a Universal Access Account.
Access will be given when a completed original paper copy of the Electronic Filing of Rules Authorization Form (ERF) is submitted to the Secretary of State's Office.
The exact title number and rule(s) you have the ability to change or add must be listed on the form. If access to all of an agencies rules is being given, simply write “all” in the series number space on the form.
Once your account setup is complete you can use your login credentials to access the online eRules Filing application via the eRules Online Rule Filing Login page.
The Governor issued two Executive Orders concerning a Regulatory Moratorium which only apply to Legislative rules.
Exempt are interpretative, procedural, legislative exempt and rules of the Board of Public Works.
All other rules must have approval from the Governor’s office prior to requesting a new rule filing be set up in eRules.
June 27, 2018 is the last day to submit your rule for the public comment period
July 27, 2018 is the last day to file an Agency Approved rule.
