City Charter Index

 

House Bill 5622, effective June 10, 2026, transfers the state repository for city charters, amendments, and ordinances to the Secretary of State. The bill outlines the information that must be submitted to the Secretary of State as well as be recorded in the office of the clerk of the county commission.

Documents received will be preserved as a public record and made available to the public. They will be displayed online in order of date received.

Documents will be accepted by email in Word or PDF to execrecords@wvsos.gov.

Be sure to include:

  • Name of municipality
  • County
  • Type of document
  • Contact information for inquiries about the document

Documents will be displayed as received. You must redact any personal identification or confidential information prior to submitting.
